What’s involved in laying a moisture barrier under my house?

Does it matter if I go with black or clear? Do I just lay it out flat or does it have to be tacked down somehow? Does the moisture meter detect less moisture instantly after the moisture barrier is installed? The quoted price seems extremely excessive. I would rather pay the $40 for the plastic and another $100 for a new WDIR from another company. Is there any hidden value that I am missing?

Ok…so I live in an apt where the management has decided to completely ignore the fact that my building is in DESPERATE need of an exterminator. I tried using Raid, live traps, sticky traps…basically everything in the “pest control” section of the store. Nothing worked–the little buggers came back with a vengeance.
Is there a cheap (cuz i’m so sick and tired of spending money to kill these little critters), pet-friendly (i have a dog), home-made way to kill these annoying things?!!
I cannot chaulk or seal up the holes in which they come from since my management has specified that I am not to do as such. So, i need something that I can do pretty much every week until they all die miserable deaths.
