What’s involved in laying a moisture barrier under my house?

The pest control company told me I have excessive moisture under the house. He wants to charge me $550 to lay the moisture barrier down. Is this something I can do myself? Would 4 mil thickness work? Does it matter if I go with black or clear? Do I just lay it out flat or does it have to be tacked down somehow? Does the moisture meter detect less moisture instantly after the moisture barrier is installed? The quoted price seems extremely excessive. I would rather pay the $40 for the plastic and another $100 for a new WDIR from another company. Is there any hidden value that I am missing?
